How can users do a full network reset without admin privileges?

Our user base regularly need to perform network reset's. Our current system has that set to admin only and we will not be changing that. I am looking for a way, possibly a simple package, which can run and perform a network reset and restart the user's computer that can be executed by a normal user. This is to prevent the IT team from having to remote into the users computer just to input admin credentials, which is often impossible if the user cannot gain an internet connection.

    Unfortantely, this requires admin privileges.

    Have you chance to add users to the Network Configuration Operators group on the workstation?
