SharePoint List missing column validation

Hi there, 

I would like to create a condition formatting as - 

when ''Status'' is ''complete'', the column ''Resolution'' become mandatory. 

I see there is a bunch of information online via ''List setting -> Validation Setting'' . 

But I dont find validation setting on my page-

    Hi @Min
    The reason for Validation Setting missing is that you do not have enough permission for this list.

    Per my test, if I use an account with full control permission, list settings is as below:

    When it comes to an account with edit permission, it is:
