From your screenshot, it looks that you have checked Use On-ScreenKeyboard opention.

Please open Control Panel\All Control Panel Items\Ease of Access Center\Use the computer without a mouse or keyboard and uncheck Use On-ScreenKeyboard option.

The Visual Keyboard only has number type ?

They have alphabet too while in password mode.

Disable the touch keyboard service. That worked very well for me.
