How many client devices encounter this issue? All the devices? The devices downloaded the updates but fail to installed it. Right?
Please try to apply the following policy on the device and check whether it is helpful:
Define the order of sources for downloading security intelligence updates
Location:
Computer configuration > Policies > Administrative templates >Windows components > Windows Defender > Signature updates
