CosmosDB latency is too high

Past 3 days, the latency of our Cosmos DB is too high. So I want to know wether some problems happen in East Japan.

I tried to repro this by creating multiple accounts on different regions but there was similar latency across those regions. Are you still facing this issue? If yes, I would request you to raise a support ticket if you have a support plan. If not, please let us know and we can figure it out.

I have some questions about these issue.

1. What should we do if we met this problem next time?
When we met this problem, we don't know how to solve it, and the first thing comes into our brain that is how to restart Cosmos DB. But we haven't found the button to achieve it.

So we change change the DB configuration multiple time:
"Autoscale 20,000 Ru/s => manual 2,000 Ru/s => Autoscale 20,000 Ru/s" did not work.
"Autoscale 20,000 Ru/s => Autoscale 32,000 Ru/s" It works.

2. What is the reason?
And now it seems that problem was solved. But we don't know the true reason.
we just use the worst way to work around that, and it will cost a lot of money.
