I have a large document library, almost 25K files, and I need to download the entire library. However, its only downloading the first 10k documents.

    Hi @Roam ,

You can sync this document library to your computer by using the OneDrive sync app. Then you will get all files to your computer.

Verify that in the Settings tab, that you have unselected "Save space and download files as you use them". Then it will download all files.

Hi, are you using SharePoint On-Prem or SharePoint Online?

If using SharePoint online, or SharePoint On-Prem farm where OneDrive has been configured, then using OneDrive just like TKujala said will be great and easy to use.

For the scenario you are using SharePoint On-Prem without OneDrive, and you are willing to deploy OneDrive, here are some docs which may be your help:

    https://learn.microsoft.com/en-us/sharepoint/sites/set-up-onedrive-for-business
    https://learn.microsoft.com/en-us/sharepoint/install/new-onedrive-sync-client

Another option available will be using PowerShell : https://www.sharepointdiary.com/2018/05/download-all-files-in-sharepoint-document-library-using-powershell.html

If the proposed solutions using OneDrive or PowerShell are not suitable then you may wish to consider 3rd party apps (e.g. here). Many of the apps offer trial licenses that can be used to export such a document volume without costs. Microsoft is keep to offer tools to move content into the platform but obviously will not spent much effort to develop tools to move away from the platform.

Is the number of items the only requirement or do you also have other requirements like keep original SharePoint modify date, export SharePoint custom metadata, only latest document version, ...
