Your XCode version is 13.3, but your Xamarin.iOS version is still 15.2.0.17, the latest version is 15.8, try to use the latest VS2022 and update VS for Mac.

I made all the updates and visual studio 2019 shows 15.4 as sdk as in the screenshot. So when I create and publish an ipa file in this way, it supports up to 15.4, right?
If so, the application does not work correctly on a device using the 15.3.1 iOS version. Unable to make API calls. I would appreciate your help.

Yes, it contains the 15.4 SDK. But I don't understand what you mean by this statement (the application does not work correctly on a device using the 15.3.1 iOS version. Unable to make API calls)
You update all SDK, the app still doesn't run stably on iOS 15.2 and above? Not even able to call the API?
If you debug your app directly on a phone with iOS15.2 or higher instead of installing it via ipa, can you see any error messages?

I published the application in the app store with the settings in the screenshot.
I ran it on a simulator with iPhone 15.4 and it works fine. However, the program opens on a device with version 15.3.1 of iPhone 11 Pro, which has downloaded the application from the app store, but cannot access the API (Web service). I cannot debug because there is no version 15.3.1 in the simulator.
I can debug the 15.4 version simulator and there is no problem in the operation of the application. I don't know what to do.

You could connect your iPhone to the Windows machine and debug by HotRestart, or connect your iPhone to your MAC then select this real device under simulator drop down menu via Pair to Mac, then debug on your real device.
And check if there are any error messages on your real device.

You said "I cannot debug because there is no version 15.3.1 in the simulator"
You could open XCode, select Window -> Devices and Simulators in the top bar, select Simulators in the left column, click the plus sign below, and add the simulator of iOS15.3.1. If there is no simulator under OS Version, please download more simulator.
Then you could reopen Xcode and VS, pair to mac again, and debug on this simulator.

Thank you for your help. I was doing the operations as you said, so I couldn't write. I updated the Xcode program.
I can see 15.0 , 15.2 , 15.4 versions in the simulator. I can't download another version.
Installing the application on the iPhone using version 15.4.1. But the web service cannot make a request. I wonder if I should change the http client implementation setting to managed.

I would also like to share my info.plist file.

You still couldn't debug your app on iOS 15.2 simulator, right? I have to say, you may need Apple support for the Xcode simulator issues, try to create a new issue at https://developer.apple.com/forums/tags/xcode

You have added NSAppTransportSecurity in your info.plist. It seems correct. You said "the web service cannot make a request on iOS15.4 simulator", is there any error messages? Would you mind sharing some code snippets with me? Or sharing a minimal reproducible sample with me? You could upload it to GitHub and attach the link here.

In this thread, we are mainly discussing this issue(xamarin forms ios latest version support) as indicated by the first post, we can sure that VS 2022 contains the support for XCode 13.3 and above iOS 15.2 because you could install the app on iOS15.4.1 device. You could try to create a new thread for the webview issue, and provide some code snippets about your webview and server request so that I can test. It's helpful for investigating the issue. And you could mention me to let me know the new thread link. We can work together to figure it out.

Both http and https are supported in iOS. https is recommended, but not mandatory.

They asked me to use https. I edited my endpoints that way and sent them to the appstore. Awaiting review.
