What Power Apps capabilities do I have with an E1 licence

Question

I am a trustee of a small charity which has recently moved to O365. I would like to develop a few small apps to help the charity run efficiently, include mileage claims, timesheet submissions, and shift handover notes. There will be a small amount of approvals so I expect I will want to use the simple aspects of Power Automate. Some apps may have 5 users, others used once a month for about 25.
The charity has and E1 licence, if I develop these simple apps will the charity incur any additional costs?

Power apps is not currently supported here on Q&A. The product group for Power apps actively monitors questions over at
