server 2019 printer deployment group policy

I have five printers that I am trying to deploy via Group Policy. I created a security group in A/D for the users that I want these printers deployed to. I created the GPO under User Configuration > Preferences > Control Panel Settings > Printers, and ran a GP update. Three printers deployed as intended, but two did not. I was able to deploy the other two through the print server (Server 2019 standard) using "Deploy With Group Policy.", and it worked but I noticed that it put the GPO in a different container. So, three are being deployed under one GPO container and two are being deployed under a different GPO container. Does anyone know what is causing this behavior?
