I can't delete my azure subscription. why can't I delete it and am I being billed for not using Azure at all?

Verify below points before deleting subscription:

1. Shut down all services
2. Deleted all resources and resource groups.
3. If you have any custom roles then try with account administrator with service administrator and subscription owner role to cancel subscription.

Thanks for the advice, but I've already tried all of that. When canceling a subscription, the "cancel subscription" button remains inactive

Hello,

Thank you for quick reply, try to rename subscription name by using following steps and try again to delete subscription.

1. Sign in to the Azure portal -> select Subscription from the left pane -> select the subscription that you want to rename.
2. Select Overview -> select Rename from the command bar.
