Unable to activate external sharing in Sharepoint Online

Hi,

The Question: Is there a way to see what policies are applied to a sharepoint site or file when trying to share either in the UI or via Powershell.

I have a customer that has gone 100% cloud.
They need to be able to select a file in a document library and via the Copy Link menu share to all. But I'm unable to get it to work.
I have looked in the Sharing rulles in the SPO Admin page and everything is set to most permissiv.
I have checked the site and it sais users are allowed to share externaly.

But when I try to get the Copy Link, I can't (Not even as a Global administrator) select the first option to share with everyone. It sias a policy is prohibiting me from this.
I just cant figure out what that policy could be.

The biggest problem with the new Microsoft 365 Admin portal is that you can set a setting in one place that completely screws up things in another place, and you will never know until the day you need it, like now. But I have no Idea what kind of policy could be set and where it could be comming from, so Pleace implement someting like the old gpresult comand to check Group policies :-)

If I can just get a list of policies that are being applied to the user and the file then I can hopefully go trough the policies to see if one of them is messing up Sharepoint

    Per my test, I cannot see what policies are applied to SharePoint Sites or files when trying to sharing.

    But I provide you a solution to solve "Cannot activate external sharing in SharePoint Online",Please the following steps:

    1.Check whether External Sharing is enabled, and check whether the settings for External Sharing are appropriate
    Log into the Office 365 portal > Admin centers >> SharePoint
    Click Sharing the Policies Ribbon

    2.Check External Sharing for individual Site Collection
    Go to the SharePoint Admin center, click Active sites.
    In the Site Collections list, select the specific site collection(s) you want to share.
    Click Sharing to enable the external sharing and save the changes

    1. Check the SharePoint Site Permission
      Go to the specific SharePoint Site >> click Site Permission under the Settings menu
      In the Permission pane, click Change how members can share link.
      In the Site sharing settings pane, choose and save your settings.
