For your question above, you're looking for a solution on how to set an auto reply on a shared mailbox so users can't turn it off.
From Exchange admin side, we could use this command to set auto reply for shared mailboxes: Set-MailboxAutoReplyConfiguration.
Also, please note that OOF only runs once to a person, not every time.
Set-MailboxAutoReplyConfiguration -Identity user@contoso.com -AutoReplyState Enabled -InternalMessage "Internal auto-reply message." -ExternalMessage "External auto-reply message."

Assuming that you have the full access permission of the shared mailbox, please create a new Outlook profile for the shared mailbox using your username and password.
Open Outlook with the profile of the shared mailbox, create a rule, Apply rule on messages I receive, and choose “have server reply using a specific message”:
