I am programmer (C#, .NET)

Can I legal use at work (commercial work, commercial programming) Microsoft Learn documentation (https://learn.microsoft.com/en-us/documentation/)? For example, I don't know something and I want to know how it works, what should I do, see an example.

I don't understand documentation's Terms of Use: https://learn.microsoft.com/en-us/legal/termsofuse#personal-and-non-commercial-use-limitation

Does it forbids to use it while commercial work? Can I only read this at home? Can I use this documentation as a help in my work?

The docs are for anyone's use. The TOS is related to you trying to take the docs, potentially modify them and then present them as your own or make money off them. Reading and making use of the information inside the docs is perfectly legal.
