Explorer won't start, Trying "Start MS-Settings:" getting Class Not Registered

I have a windows 10 computer that was working until last Friday. During the day, it had some kind of problem and was restarted. When it restarted, Explorer wouldn't start. If I try to do it via Task Manager, it starts, and keeps spawning additional explorer tasks, with the task bar flashing, until I use Taskkill to stop all explorer tasks. I can start explorer on a folder. I have tried sfc /scannow and dism, with no luck. I have tried a repair install, no luck. I can't get into settings to try windows update, as when I use Start MS-settings: in administrator command prompt, I get a MS-Settings: Class Not Registered error.

In the event viewer, I get messages like this:

    Hi JeHe-4126,

    It looks like you have corruption in your operating system. You have a combination of issues showing up here. I suggest that you fully update your system, reboot and see if the issues are resolved.

    The second error does look like it could be to do with your graphics drivers, so I recommend that you check them for updates too.
