I fell for a text phishing scam that obtained my card and personal information. An M365 Business account was created and I'm running into a lot of roadblocks with customer service trying to delete the account and stop possible charges to my name and email address. I cannot access the account through my email via account recovery as it says I don't have an account with that email but I have received again recently an invoice account number so I my name and address are still associated with an unauthorized account that I am unable to access myself to resolve this issue.

Well, firstly, call you card provider and block the card. That should be your priority.
I'm not sure how you can get it removed, since you don't have any legal rights to the offending account (i guess) and thus i don't think you will have much luck with MS support. But if you block the card, then you remove their payment method (and yours for the locations where you use it)
