Can't select VM size for windows server in West US

I am trying to follow this tutorial:
but I can't create the Windows Server VM.

When I try to create I can't select a size for Windows Server 2019 Datacenter, the size drop down indicates:
"Recommended by image publisher"

I also tried with spot instances.
I did enter the rest of the info (username, password, etc) and filled in the info on the other tabs finally selecting "Review + create" and it looked like it was creating something but after waiting 10 miniues I gave up.

So should I wait longer and if it does finally create the VM what size VM will be created with "Recommended by image publisher"

    Hi there,

    Check if you have any subscription quotas by chance? sometimes the Azure sponsorship subscriptions have limitations as to what you can deploy on them and to what regions.

    You may try using a generalized image as explained in the following Microsoft reference and see if that helps you

    Also, it looks like there are capacity issues in a few regions and there were a few other users who reported similar issues in the forums. Below is one such thread and try to deploy the VM in West Europe as few customers acknowledged that this workaround helped them.
