Windows 10 Firewall Rule

Question

When I configure inbound and outbound rules for my firewall if an access request does not match the rule, will it be passed or discarded?

By default if there isn't a hole in the firewall then apps cannot communicate in or out of the machine. If this weren't the case then the firewall would be basically useless as any malicious app could just drop itself onto your machine and make remote connections. Hence the default is to block everything and whitelist things that are allowed.
