azure ad free members without license do not show in global address list

I have some office 365 users and we are trying out the azure ad free for sso for our other users that do not have 365 licenses/accounts.
We have a split domain for email where any non-exchange accounts relay to another email host.
All the users we have created are members, they all have email addresses in our domain.
None of the azure ad free users that do not have a 365 account show in the global address list.
I cannot add them as contacts in the exchange as it says there is an existing proxy address.
How can I get the azure ad free users to show as contacts if they do not have an office 365 account?
