Hi. Exchange 2019 on-premise. Office 2019 Pro.
How do I enable the group section in Outlook? Or does this feature only work in Office 365 ?

This feature is only available to Office 365 mailboxes.
It doesn't work for mailboxes hosted by Exchange On-premises servers.
