Getting an error that seems to relate to some applications' ability to connect to the internet

In the log it displays:

A few of them are ID 36887 and don't have the internal error state append. I'm running Windows 7 x64 and the general nature of the error involves a program (I've seen it happen in both a browser and Steam) working and connecting just fine and then suddenly hanging up, struggling to connect, and ultimately it can't even close properly. Even in ending the process it takes a minute or two to clear it from the cache and until that program clears out any other programs that require an internet connection hang up. The moment the offending application fully closes this behavior clears up. I'm not sure what triggers all this; it seems to happen at random. I haven't been able to trigger it intentionally.

During the entire process there aren't any issues with the internet connection itself.

Any ideas on what this is and what I need to do to resolve it?
