Daylights Savings time automatically doesn't work

Daylight Savings time automatically does not actually change my system time in the system tray. Also weirdly enough the notifications work at the proper times.
Have tried a number of simple steps to fix this issue.

For reference I live in a region of Canada that does not practice daylight savings time.

    Try run Windows Update and download and install all updates for Windows.
    Try restart your PC and see if the problem persist?
    Open start and search for feedback and open the Feedback Hub app and report this issue and make sure include screenshots there.
