We are looking to setup a new VNet with 2 VM and another with SQL Server. Already have various VM in Scale set configuration and a SQL Managed Instance. This new VNet is for DEV.

Diane's developer here: we need to setup a dev environment that mimics our production environment. I wanted to setup a separate VNet for this but when I was trying to specify the IP range, nothing I did worked. So I tried to just create the VM's. I tried with what would be our DMZ machine and when I tried to have it get a public IP address, it told me that I had 0 of 20 public IP addresses available to me. I don't know what is using all the IP addresses, I can think of (at most 4) public IP addresses we might be using but certainly not 20 and I don't know how to see where all the public IP addresses are being used.
I didn't setup the production environment, we had a third party company do it and we'd rather not go back to them.
So, ultimately, I need to setup 3 VM's that are on a separate network segment than production. 1 needs a public IP. It would be good if we can put them all behind the production firewall, that is acceptable to the rules we are bound to. This will be our development environment.
Thanks for the response Luis, I've asked my developer to chime in here as it was he who attempted to setup the VNet resource and got stuck!
