Hi we have a user that gets an email with a url. When he clicks the url the email is being blocked from what appears to be safe links.
However the tenant is not licensed to use safelinks.
When you go to the url:
https://security.microsoft.com/safelinksv2 its blank as expected as safelinks is not enabled or licensed.
Where else would URLS be blocked in office 365?

This seems like the safelink feature.
If possible, please opening a service request via Microsoft 365 admin center to have Microsoft 365 support take a deep look into this issue.
