Hyper-V Shift Key not working

Why doesn't the shift key work?

It was working. Then starting breaking. Now it doesn't work.

It's fine everywhere outside of HyperV clients.

    I was able to fix this by changing a setting.

    In Hyper V Settings I switch the keyboard settings from "use on virtual machine" to "use on VM when in full screen".
