SSEI cannot load SQL Server 2019 Developer Edition

Hi,
when trying to load SQL Server 2019 Developer Edition from MS, SSEI cannot load the manifest of the bootstrap data with "Could not create SSL/TLS secure channel" and terminates. No download. Pls. check the attached log. 193879-ssei-dev-20220418181135.txt Other downloads from MS work flawlessly.

The download had worked some days ago, but the wrong language was delivered.

Any advice how to proceed is appreciated.

Which language version of the SQL server installation package did you download? German or English? Suggest you to download the SQL server installation package in the same language as your OS.

Hi Cathy,

thanks for the hint. Alas, language options is always some kind of a mess, because many people from MS cannot distinguish between "Windows Language", "User and Editing Language" and "Culture". Using "Culture" to select the "Windows Language" of an app is wrong, because culture is only used to format number and money, etc.

My problem here seems to be an outdated SSL/TLS certificate, because the download has worked two weeks ago. This is what the primary error message from the log says:

(04) 2022-04-18 17:48:19 Exception: IsTransientException: False, Message: The request was aborted: Could not create SSL/TLS secure channel.

So could you pls. try to download the SQL Server 2019 Installer (Developer License) with a "SQL2019-SSEI-Dev.exe". If this works for you, my W10 has an inappropriate certificate otherwise we should raise a bug report.

The problem has been solved with a new version of the SSEI apps. The latest version is labelled with 15.2204.5490.2.

I am so glad to hear that your issue has been resolved. When you download the SQL server 2019 developer from MS link, the production version is 15.2204.5490.2.
