Have issue with command line program(s) and Env Variables I assume

Sent here from answers forum...

Pandoc.html is the CLI program I'm currently trying to use. pandoc --version.
Nothing
Added to env variables. It worked. Told me the version. Closed cmd, then it's back to not working. Removed from env. var. added back again. New cmd prompt.
pandoc --version --> nothing. Just tried again then.

So does someone want a sys log?

May help for diagnosis:

It happened with pip too, I can't access pip normally, I assume I have to cd to dir then py -m pip install to specific directory... Have py 3.10 installed but it defaults to attempting everything from CLI with 3.9. Even though env var. deleted and uninstalled 3.9 (although some residuals folders around in local/roaming etc.)

I am no good at this stuff, can you devise some tests for me, so you can figure out what's up?
