I went to 'Store for Business' according to the message, but there is no products and subscriptions purchased by admin or user.

Also, There is no product and subscriptions in Microsoft 365 Admin Center.

What should I do?

    Thank you for your answer.

There was one user who is guest member as global admin.

I created a user as tenant member and, deleted guest member.
But there was still the problem.

I created support request, and the cause of the problem has been clarified.

    Microsoft Support Engineer said
Windows Store Subscription was associated with my tenant.

I asked Microsoft to remove Windows Store subscription from my tenant.

    It's almost resolved.

    Very thanks, ricardosolisvillegas-4678, sikumars-msft.

    Thank you for your reply.

    I have already checked it.

Both 'All Products' and 'Self-service sign up products' is 'No results'.

I used to have MSDN/Visual Studio Azure Subscriptions,
but I have already chaged their associated directory last week, so there is no subscriptions now.
Are there any other associations that need to be changed?

    Hello @マイペース亀 ,

Looking at recent screenshot, there seems to be active users left at tenant. Hence, you need to make sure that the only user in the directory is the global administrator who will delete the directory. Any other users must be deleted before the directory can be deleted. If users are synchronized from on-premises, then sync will need to be turned off, and the users must be deleted in the cloud directory by using the Management Portal or the Azure module for Windows PowerShell (The Remove-MsolUser ).

    Removing Users in Ibiza UX

    • Sign in to the Azure portal with an account that's a global admin for the directory.
    • Select the Users blade under manage option.
    • On the Users blade, select Users and delete them.

If still blocked with License-based -subscriptions (even though there wasn't any active subscription listed), so in this case, would recommend you reach out to MS support by creating support request from azure portal as shown below. Hope this helps.
