First, alerts only can be set for a list, library, folder, file, or list item.
According to my research, using Alert policy may help you as a workaround for your issue.
Please follow the steps.
1,Microsoft 365 admin center-->Security-->Polices & rules-->Alert policy
Click “New alert policy”
2,Set the content of the required fields according to your needs. Then "Next".
3, In Activity, you can select the drop-down for Choose activities for alert. Look at the many items you can create Activity Alerts on. For a full detailed list of all items available in the following link. You can read the full details under the Audited Activities section.

NOTE: you can only choose one activity at a time.
In "Add a condition "Section, select "Site collection URL" to limit the scope of the policy.
