how to download SQL Server 2016 developer edition.
I have visual studio dev essentials, even though I couldn't see that version either under downloads and Benefits.

MS no longer supports SQL 2016 Developer edition. Therefore it is no longer on the download site.

The download site still has it. The site has all the way to SQL Server 2000 develop version with the MSDN subscription I have.

The latest version of SQL Server Dev edition can be downloaded for free here. You do not need a subscription for it. Note that it is only for development/test.
If you have a subscription then you can get to the Dev edition by using the Downloads link at the top and then searching for SQL Server.

it has 2019 developer edition, i don't see for 2016
It is the same as 2019.
