Winrm Service not showing

Question

On svr 2019, while activating RDS, it was found that winrm service does not show for certain user accounts. Only a domain administrator logging in can see the service. Even a local administrator (domain account in local admins) cannot see the service, nor can it run winrm /quickconfig. I have added the domain group to Remote Desktop Management group locally and still cannot see that service unless under a full domain admin.
