why KB5012117 patch can affect the python pylibmodbus modbus.dll call function?

after installing the patch KB5012117, the python program can not execute the program by using pylibmodbus via modbus.dll, python terminal will report error below, and after uninstalling the patch, program can execute again.
what's going with the patch?
