Data collector set was not found. Windows server 2019

Hello,

I have a windows server 2019, i'm using it to connect different users through RD sessions to access an accounting software that installed on the server.

i had a problem with the RD license, while i was trying to fix it all services suddenly stopped and internet connection was lost (all network configurations is right).

looking for the problem i found """ Performane counter refresh failed with the following error: Data collector set was not found """.

searched online and tried some ideas but nothing fixed it, opened performance monitor but it was empty.

is there any way that can be fixed, or i'll have to reinstall my windows and reconfigure the server from the beginning?

    all services suddenly stopped and internet connection was lost

    I'd check the system event log for more details.

    This one " Performane counter refresh failed with the following error: Data collector set was not found "
    likely has nothing to do with above problem except that when services are stopped the performance data is not going to be available.

    the data collector set (" Server manager performance monitor ") .xml file was deleted somehow,
    so i copied one from another server and imported it to the performance monitor, and all worked out.

    All servers (DNS -RDP -AD_DS ....) went back to work, and that solved my problem. :)

    one more question: when i was trying to fix the problem, i have stopped windows defender real time security,
    but when attempted to get it back on it prompts me that i don't have admin permission, although I'm logged in as administrator.

    what could be the issue?
