Visual Studio Installer Doesn't open

Question

When I open the installer, it asks me to give permission for it to run. When I press yes, it does nothing.

The installers located in the download folder and when I check Task Manager it doesn't appear there.

Is there anything I can do to fix this as other executable files run.

(I also use Windows Defender as my antivirus.)

Have you tried to run the Visual Studio Installer as administrator? Does it work?

You can try to manually delete the "%programfiles(x86)%\Microsoft Visual Studio\Installer” folder.
Then, re-download the bootstrapper file from the following Microsoft Site and run it as administrator.
https://visualstudio.microsoft.com/downloads/

Before the installation, please temporarily disable the anti-virus software.
