IE11 Compatiblity Mode and ActiveX controls

I am using Enterprise Mode site lists to reload some old webapps my organization uses in IE11 mode. I have had no problem getting the website to reload in compatibility mode, and we have opted to use Group Policy for this functionality. My understanding, although limited, is that IE11 mode should support ActiveX controls. Is there anyway to customize those ActiveX controls though Group Policy or by Modifying the XML that contains the site list?

    we've been using EnterpriseMode (EMIE) to control IE11 on Win7 & Win10 for 6 years now just fine, and now re-using the same for controlling IEMode for Edge, but it doesn't manage ActiveX in any way,
    ActiveX is managed by legacy IE11 group policy settings, not via EMIE.
    e.g. via AXIS (ActiveX Installer Service) etc
