    Hi,

Could you follow the workaround given in below Stackoverflow link

    installing-sql-server-2016-a-dll-could-not-be-run-error-code-1723

If you have old SQL Server native client installed, please uninstall it completely and do a fresh install. The setup is failing while installing SQL Server native clinet. If nothing helps post content of C:\Program Files\Microsoft SQL Server\140\Setup Bootstrap\Log\20200831_202936\sqlncli_Cpu64_1.log on shared drive and then share the link here

My thinking is that there is a problem with the install media. If you downloaded it from Microsoft, try again, but if you can over another network connections.

    Hi,

    >E:\x64\setup\

Seems the SQL Server Setup was running from a mounted ISO. If SQL Server Management Studio 18.3 or earlier is already installed on your computer, it may cause this error. Please try below two workarounds:

    1. Uninstall the SSMS and reinstall SQL Server.
    2. Instead of running setup from mounted ISO, you can copy the content of media to a local drive or a network share and start setup.exe from those locations(Run it as administrator).
