Provisioning state error code ProvisioningState/failed/VMStoppedToWarnSubscription. How do I restart?

As part of the error, can you share the status for 'Provisioning state' as well?
What type of Azure subscription are you using? Trial or Pay-As-You-Go?
To clarify, are you attempting to start a classic VM or an ARM VM?
Could you redeploy a new VM and check you are facing the similar issue?

This VM has been stopped as a warning to non-paying subscription..

im already add my card. and i cant do any action , if do any action i get message " only read "
