In the previous version of win10, if I drag the application to the taskbar application, the application will pop up. After upgrading to win11, this application cannot be used normally. Try update the Windows and restart your PC and see if issue reproduces.
You may open start and search for feedback and open the Feedback Hub app and report this issue and make sure how it used to work in Windows 10 and what changed in the Windows 11.
