Microsoft Managed Home Screen Web links via JSON

I have a few android dedicated devices that is setup with Microsoft's managed home screen and running in multi-app kiosk mode. I'm creating web links and defining them in the JSON of the managed home screen app configuration policy. The issue I'm having is that when adding or removing web links in the JSON it never updates the device unless I wipe and re-enroll it to Intune. However, if I make any other changes to the JSON such as adding/removing apps or other configuration keys. The device pulls the changes within a few minutes like it's supposed to. How do you get the device to sync and display the updated web links?

I'm trying to avoid using the web links created from Intune or managed google play because we had issues where they would randomly stop launching whereas setting web links up in the JSON consistently worked with our custom links.

Devices are on android 11 and using Azure AD shared mode.
