Permissions to perform /register/action operations on the resource provider

I am trying to register a resource provider with the following document, but it is failing.
As you can see in the image, I get an error message that I do not have permission to /register/action operation.
My account was created by an administrator in my company and is assigned to the owner role in subscription.

1．What do I have to do to register a resource provider?
2. What is the permission to do the /register/action operation for the resource provider?

You must have permission to do the /register/action operation for the resource provider.

Were you able to register any other resource provider on your subscription before or is this the first time?
Are you the owner of the subscription? Please correct me if I understood rightly from your previous statement

Yes, we can subscribe other resource providers.
However, it is not me who can subscribe, but another user assigned to the owner role. That user is the one who added the subscription.
I am the owner of the subscription.

We apologize for the inconvenience.
It turned out that this was due to a user error and was not assigned to the role correctly.
I am now the correct subscription owner and the issue has been resolved.
