I understand you are wishing to connect to a VM via its MAC address. This is not possible as MAC addresses are layer 2 connectivity and do not route over the internet. If you wish to connect to your VM you will need to do so either with its IP address or hostname.

Thank you for explaining, but I'm not talking about VM Mac I'm talking about local machine mac address. Can we whitelist local machine MAC address to accesss Azure VM

You can utilize network security groups to create rules to restrict access by IP address and protocol. There is no support for MAC address filtering.

A server (or a device) only knows the mac-addresses of devices in the same broadcast domain they reside in themselves, that means you can only filter on devices in the same subnets.

Since it's quite easy to spoof mac-addresses, It would be quite easy to steal the "real" device ip address and mac address and in that way get "authenticated".
