Windows 10 Feature Update 21H1 (SCCM reported "compliant" but nothing changed on client computers)

I am trying to update 2004/20H2 clients to 21H1 using Feature Update in SCCM.

I downloaded this

and deployed to a couple test machines that are on 20H2.

The deployment status shows the machines "compliant" and "success", but when I go to the machines, nothing changed. They're still showing

I even tried to the "enablement" method

The result still the same.

Why are those machines showing "compliant"? They are not getting the feature update at all. Yet, they get all the patch tuesday updates fine.

    The deployment status shows "compliant" means the update is installed or the update is not required for the machines.
    You may click the "View Required" of this update to see if the test machines are listed.
