Onedrive is not allowing 'Always keep on this device' to function

I want to download my photos from Onedrive to my laptop and keep them on file. I have downloaded and marked the files ‘always keep on this device’ seems straight forward. However the next time I want to access the photo files they are not on file. I must download again.
It is frustrating, Onedrive seems to designed to drive the users crackers. I am losing a lot of time and Onedrive is losing or deleting photos.
I want to be free of Onedrive however it seems impossible. I am running Windows 10. Any help will be greatly appreciated.

    Is the status of the file after you download it locally like this197256-image.png ?
    You can try unchecking OneDrive's "Save space and download files when you need them" in OneDrive settings.
    Check if Storage Sense is turned on in your computer
    Turn off Storage Sense in System Settings - Storage.
