Azure AD Multi Tenancy

I would like to setup a directory that enables us to have attach other directories under our one.
A bit of a backstory to explain... We have a customer that has over 100+ tenants who wish to authenticate with our enrollment system for a 802.1X WiFi system. Each tenant has anywhere between 5 to 500 users.

If anyone could advise on the best solution for this, it would be much appreciated!

    You can have multi-tenant applications, and you can have tenants with guest users from other tenants. You just can't have users isolated to one tenant who can access resources in another without those users also being guests in that other tenant.
