SSL/TLS connections corrupt

Recently some applications in my computer cannot make connections to download from the server: IDM, download python package. It said "An existing connection was forcibly closed by the remote host" most of the time. When I try GitHub to clone a repository, it said "Connections was reset". I tried many ways on the internet but it doesn't work. I guess it relates to SSL/TLS connections. A few weeks ago, I run my mini project on java RMI, I'm not sure if it affects my computer.

Are you facing this issue with other application?
For example, in Python you might need to write scripts to support encrypted connection.
It also depends on your Java project, some of code or dependency components might cause this issue.
Especially if they required to install certificate.
