Slow Server 2019 Performance

Hi,

We have recently replaced some 5 year old Server 2012 R2 servers with brand new Server 2019 servers and unfortunately the network performance of these are worse than the servers that came out!

We do IT for various clients and see this consistently which we believe rules out the network switches, cabling, etc. The servers are top of the line Dell servers with SSDs, Gigabit NICs, all fully patched with Dell and Windows updates. The symptoms are that any line of business program that relies on data transfer between the PCs and the server just runs extremely sluggishly, for example Sage 50, Payroll, CCH. When doing a file copy to a server share it does copy very quickly and opening Word, Excel files from the server is also quick.

We are using Hyper-V, the data sits on a virtual machine and if we create an RDS server as a virtual machine and ask users to run the same programs from there then they are fine. Also if we move the data onto the Hyper-V host then the programs perform quickly from the end user PCs. Is it possible to get this same performance without these workarounds?

I have tried following various Hyper-V guides, logged calls with Dell, Microsoft and a couple of vendors to no avail.
