Add Custom Banner to SharePoint Online site

Dear All,

I have a requirement to add Custom Banner to Sharepoint site online.

I followed the article to create Banner, but its partially working https://github.com/bschlintz/spfx-external-sharing-banner

Issue 01:

The Banner is not visible in Site page. I'm publishing only documents part of my SPO site, when i hit https://test.sharepoint.com/teams/SiteB the banner is not available. But its working from https://test.sharepoint.com/teams/siteB/_layouts/15/viewlsts.aspx?view=14

Issue 02:

The banner is only available for internal users, there is a customization step provided to enable for external user in article but, I'm not sure whether customization needs to be done at appcatlog or package before update.

Kindly help on this.

Please check if "Make this solution available to all sites in the organization" is selected. And there is a note in the article(as shown below), please check if the function is effective after waiting:
