Hyper V VM High CPU utilization in some VM.

Hi,
We installed Hyper-v role in server 2012 r2. and configure and install 4 VMs with windows 10 OS.
now currently we observing two VMs consuming more CPU usage. so we try to troubleshoot issue our self.
and found while we starting in any VM first, VM will work properly. but start 2nd VM not work properly and give high CPU usage. for example.

I have Four VM (VM1,VM2,VM3,VM4). now I am starting VM1 then VM2 and then others.
VM1 work properly but VM2 face high CPU utilization issue,
if I start first VM2 and then VM1. then issue come in VM1 not in VM2.

so as per my diagnose while start VM. 1st vm work properly but 2nd started vm facing high CPU usage,

Kindly guide how to resolve issue. below are configuration details.

Server : Asus RS720-E7-RS12-E
Operating System: Windows Server 2012 R2 Standard 64-bit
Processor: Intel(R) Xeon(R) CPU E5-2660 v2 @ 2.20GHz (40 CPUs), ~2.2GHz x2

VMs Config
OS : Windows 10 64bit
RAM :24 GB
Processor core: 8

    Welcome to Microsoft Q&A Platform,

    I would check if the Hyper-V host is running with the latest firmware and update drivers if needed
    If there is any antivirus please remove it and check again
    Using Task Manager you can check which are the apps/processes that consuming more CPU in the VMs
