Static Lists for User Setup In Active Directory

We have set up a user directory but are having trouble with consistent naming conventions. Is there a way to change these fields from free text to a drop down? We have been told no but just want to see if anyone has more insight on the forum. I have attach a photo of example fields for new user setup. In this example we would want to have set values for the department so we don't have variations or spelling mistakes.199411-directory.png

    I don't believe there is. These fields are just open unrestricted strings, to my knowledge. If you were to try to implement this, you'd have to use something other than the Azure AD portal (for things that CAN be edited there) such as PowerShell or MS Graph API, and then apply any validation there.
