HWID keeps changing on windows 11

hello.

since the latest update on windows several server host and API writers report the HWID keeps changing on every restart.

it was suggested by the microsoft team for me to post a example.

we run several game servers and are testing the new opporating system to see if it benefits us.

so far the biggest issue we run into is our HWID changes on every restart.

things ive tried:

change the order of network adapters

update all drivers

reinstall all drivers

reinstall windows

so the current order from the network adapters in the advanced tab is:

microsoft remote desktop session

microsoft windows network

web client network

plan 9 network provider

default the plan 9 network provider was on top

changing the order worked in the past on windows 7 but seems to have no affect now

before restart

    Thank you for your question and reaching out.
    I can understand you are having some issues related HWID changes every reboot in Windows 11.

    Switching network adapters on/off may cause a new and different hardware ID to be generated, causing a mismatch.

    Go to Control Panel > Network and Internet > Network and Sharing Center > Change Adapter Settings. Press the [Alt] key to expose the Advance menu > Select Advanced Settings...

    Use the arrows on the right of the dialog box to re-arrange the adapter. Connected Bluetooth devices may also alter the order of the adapters

    try updating to the latest version ad check if the issue is resolved.

    One solution to this problem is to set the order in which your computer accesses its network devices so that the fixed network card is always found first. The fixed network card can then be used to generate the hardware ID, regardless of whether wireless is on or off.

    To change the access order of network devices on a Windows installation:

    Open your network connections Start > Control Panel > Network Connections.
    From the Advanced menu, select "Advanced Settings".
    The adapters are listed in the Connections window of the Adapters and Bindings pane. Move the "Local Area Connection" to the top of the list (above "Wireless Network Connection") using the arrow buttons on the right.

    Bluetooth adapters aren’t in the adapters list and therefore can’t be controlled. They can also influence the hardware ID.

    Workaround
    An alternative solution is to request a license that is adapted for computers with changeable network adapters, such as laptops.
