App does not appear in app list after uploading a dev manifest

Recently I've been experiencing issues when uploading our Dev manifest on fresh demo tenants I create via https://cdx.transform.microsoft.com/my-tenants

The issue describes it self like this, I create a demo tenant, then log in to that demo tenant, go to manage apps in teams.microsoft.com and publish an app where I upload our dev manifest, when the upload is done I can't find the app in app list

This is how I upload the app, I've uploaded the app on this demo tenant already and as you can see on this screenshot app Beedle - Dev - Local is not visible

If I then open https://admin.teams.microsoft.com/policies/manage-apps I can see the app there

Another issue that I've also been experiencing is that sometimes I get manage to upload the app and see it in the list and open the app in personal tab, then when I proceed to try to add the app to a teams tab it will add the app to the channel but no tab is visible, but this happens much rarer than the above issue.

Both of these issues started happening after a recent issue right before easter with teams where sideloading apps did not work and just gave errors but was then fixed and then this started to happen, before that I had never experienced such issues myself.


And yeah I'm posting this as a question here because I could not find a single place to report a bug as a developer.

@olafurholm-We are unable to repro the scenario. Could you please share the manifest json,so we can try it from our end?

obviously it won't work to interact with it since it's localhost but that is not required to reproduce.

One possibly vital information is that it seems to mostly happen on fresh tenants I create and then one of my co-workers believes it happens to him mostly when his computer is using a lot of memory.

@olafurholm-Have you refresh the teams after adding the app in teams?
